Asset Manager

This role is responsible for providing the technical lead on the project, working with the Trust and service providers for all matters relating to asset management. It will also be responsible for providing the strategic operational lead for effective asset management on site including lifecycle planning, asset condition monitoring project management and maintenance reviews.

Summary of responsibilities: 

 

 

 

 

 

 

 The Role will specifically: 

  • Deliver the Lifecycle Policy including all periodic forecasts, monthly reviews and reports. 
  • Identify and implement an agreed programme of asset optimisation, replacement and renewal through effective lifecycle planning. 
  • Plan and deliver Lifecycle projects to an agreed site methodology using either the contract FM contractors or self-delivery. 
  • Lead on life cycle impact of variations to ensure the ongoing integrity and availability of assets.  
  • Monitor the quality and effectiveness of the PPM of assets to inform the lifecycle planning process. 
  • Manage and develop the use of lifecycle reporting software 
  • Manage a process to identify and rectify construction defects prior to the end of the defect liability period. 
Key responsibilities:  

 

Asset Management  

  • Ensure effective management of the lifecycle plan and the associated reporting, budgets and forecasts. 
  • Produce Lifecycle plans at frequencies determined by the Project Agreement. 
  • Act as principal liaison with the Trust for all technical asset management matters.  
  • Contribute to the management of the project to ensure that it complies with obligations under the Project Agreement and other project documents.  
  • Continually review and improve technical policies and procedures to ensure compliance with the relevant requirements of the project documents. 
  • Providing on-going management of all stages of the delivery of lifecycle project(s) 
  • Prepare and provide technical information for inclusion within individual project boards, project meetings and the CHL Board. 
  • Maintain awareness of developments in project and programme management and communicate examples of good and bad practice. 
  • Advise on, and manage where directed, the appointment of relevant specialist consultants and contractors. 
  • Ensure satisfactory discharge of HSEQ, HSAW and other obligations, including compliance with relevant project and Vercity’s policies and procedures. 
  • Ensure sustainability issues and the CHL sustainability agenda are addressed initially during the project identification stage and are reported on throughout the life of projects. 
  • Coordinate and optimise planning, asset selection, acquisition/development utilisation, care and ultimate disposal or renewal of the appropriate assets and asset systems. 
  • Ensure that there is an alignment of processes, resources and functional contributions which create a transparent audit trail for what’s done, when and why. 
  • Develop and implement systems to gain a better understanding and usage of data and information to provide informed and consistent decisions which help improved planning (especially capital expenditure), consistent, prioritised and auditable risk management, alignment and coordination of existing initiatives, including competency development and greater engagement of the workforce, including leadership, communications 
  • Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work. 
  • Ensure asset condition surveys are undertaken as appropriate and that contractual obligations relating to lifecycle are adhered to. 
  • Develop best practices and tools for project execution and management. 
  • Liaise with project finance and commercial personnel on relevant matters. 
  • Maintain all relevant technical records. 
  • Ensure any construction defects are identified and managed in accordance with legal and contractual protection provisions. 
  • Carry out additional ad hoc duties as required by the Head of Asset Management. 
  • Maintain and update the lifecycle reporting software. 

Variations Management  

  • Provide the technical input to the contract variation activities as required.  
  • In conjunction with the finance and commercial manager, ensure that all lifecycle costs for variations are appropriate and consistent with contractual obligations.  

Planning and Organising  

  • Prioritisation of own workload on a day to day basis. 
  • Participate in team meetings. 
  • Long term planning for asset management. 
  • Manage time to meet changing priorities and deadlines whilst ensuring the core tasks are delivered. 
  • Ensure reporting is timely, accurate and in accordance with contractual obligations. 

General 

  • Maintain a programme of personnel professional development. 
  • Ensure that confidential information is not disclosed about HCP Social infrastructure (UK) Ltd or its associated companies (including information about staff) to any unauthorised member of staff, or anyone outside the company.  In addition, abide by the confidentially policies of the Trust. 
  • Ensure the HSAW,  legislation is fully observed at all times and that Vewrcity HSAW policies and procedures are adhered to.  
  • Participate, as required, in the orientation programme for new HCP staff.  
  • Contribute to Vercity’s corporate activities including attendance at and participation in, centralised specialist groups meetings.

Person Specification

EXPERIENCE and COMPETENCIES 

Essential  
  • Experience in asset management in long term complex projects. 
  • Proven experience in project management, including all aspects of process development and execution in a high profile, high volume environment. 
  • Experience in the production of plans and reports to Board level. 
  • Extensive knowledge of healthcare technical regulations e.g. HTMs and HBNs. 
  • Working knowledge of M and E both theoretical and practical. 
  • Experience of working in highly serviced large (100k square foot), major buildings. 
Desirable 
  • Experience in quality assurance systems. 
  • Working experience within a PFI environment. 
  • Experience in the delivery of hard FM and project/estates management services to complex environments. 
  • Experience of proactively managing complex contractual issues and relationships with stakeholders. 
  • Ability to pick out key information and report it in a timely manner using appropriate means of communication. 
  • Ability to build strong working relationships with other stakeholders whilst ensuring that the best interests of the projects are promoted and maintained. 
  • Management experience of construction defects under the Limitation Act 

 

SKILLS 

Essential  
  • A high degree of interpersonal skills utilising these to build trust and confidence. 
  • Problem solving in complex environments. 
  • Engaging management style in providing advice and guidance to colleagues and other parties on FM issues with an ability to communicate complex issues in an easily understandable and persuasive manner. 
  • Excellent written and presentational skills, including being computer literate with the Microsoft Office suite of programmes, CAFM and project management.

QUALIFICATIONS AND KNOWLEDGE 

Desirable:  
  • Relevant first degree or equivalent e.g. Chartered Mechanical, Electrical or Building Services Engineer. 
  • A facilities management or building services related qualification preferable. 
  • Membership of a relevant professional institute would be an advantage.
