Key Responsibilities

P3 Project Agreement

Ensure the delivery of and compliance with all obligations of the Project
Agreement, Project finance documents and associated contract documents on behalf of the Project Company.

Maintain a comprehensive understanding of the Project Agreements, Schedules to the Agreements and associated Service Provider sub-contracts.

Board Liaison

Ensure effective liaison with the Partnership Board as required by the contracts and the Management Services Agreement.

Manage and participate in Partnership Board meetings and proceedings to assist in ensuring they are properly managed and recorded, including the formulation and issuing of Partner packs and minutes.

Provide monthly General Management reports and ad hoc reports and formal notifications as required.

Operational Management

Manage interfaces between Project Company parties and the Client through formal liaison arrangements or informally as required and facilitate resolution of any contractual ‘grey’ areas. Maintaining accurate records of all such interfaces.

Audit all reports and data required for the monthly preparation of the Client invoices and the payment of sub-contractor invoices.

Ensure that the Service Provider accurately records the information required for the timely invoicing of the Client and review the information with the project Finance Manager prior to the preparation of the monthly invoices and payments schedule.

Participate in a regular schedule of independent and joint site walks.

Participate in Vercity’s governance and compliance reviews and ensure that actions arising are effected promptly.

 

Service Performance Management

Promote effective liaison with the clients and users and obtain feedback on Services. Responding proactively as required.

Manage correct application of contractor and sub-contractor performance monitoring regimes.

Ensure that the Service Provider provides evidence of contractual compliance with regard to all matters and in particular:

Compliance with performance reporting requirements and the Performance Monitoring Standards in the Sub-Contract;

Adherence to the Clients policies and procedures and statutory and legal obligations, including Health and Safety law, Insurance and Employment regulations.

Commercial and Financial Management

Liaise with the relevant Finance Manager to ensure that the Project Company’s financial obligations are discharged appropriately in accordance with the contracts and that all invoicing occurs as required.

Lead and or participate in the consolidation of permanent Changes (Variations)to the Project Agreement in conjunction with the Client and Service Providers.

Ensure that insurance matters are processed and concluded.

Ensure that the Project Company’s obligations in respect of Lifecycle Management are discharged in line with contractual requirements.

Lead, participate in and conclude required Benchmarking /Market Testing exercises on behalf of the Project Company.

Ensure up to date, continuous knowledge and understanding of legislative and statutory changes impacting on the Project Agreements and ensuring appropriate communication and guidance to all parties as required.

Participate in the process of ensuring that addendums to the Project Agreement are made in line with such changes/variations.

Provide management support and advice to the Project Board to minimize risk/liabilities.

Maintain all environmental social governance information and systems as required.

General

Liaise with other General Managers in Vercity to share knowledge and best practice so that adequate policies and procedures are in place to ensure that obligations and responsibilities are met across projects.

Develop and maintain accurate and up to date record logs, files and reports in accordance with Vercity policies and systems.

Participate, as required, in the development of commercial opportunities for
Vercity with stakeholders and advise potential leads to the relevant team.

Support the Vercity Senior Management Team in the facilitation of best practice in FM Services and contract management.

Undertake other duties as requested by the Vice President or other senior managers of Vercity as is reasonable and in accordance with Vercity’s delivery of contract requirements.

Participate in the Individual Performance Review process, as required.

This job description is intended to reflect, in outline, the responsibilities of the post-holder which may change over time with the Corporate and local business needs of Vercity and the particular PFI contract. It will therefore, be subject to periodic review.

Person Specification

Experience and competencies

• University degree in administration or a related discipline.
• 5 to 10 years of relevant experience.
• Recognized expert in the field (contract administration).
• Commercial experience in the engineering and construction of large projects. Experience in PPP
project is an asset.
• Excellent negotiator both internally and externally.
• Diplomatic, open-minded while being firm.
• Capable of rigorous follow-ups.
• Ability to coordinate information from various stakeholders effectively.
• Qualified candidates must be able to obtain RCMP Enhanced Reliability Screen clearance level
to be eligible to work on this project.

Skills

Excellent attention to detail and report writing skills

•A professional qualification in management or a related discipline, to degree level or equivalent would be strongly preferred

.•Knowledge of Facilities Management Services particularly maintenance activities

•Knowledge of Public Private Partnership Projects
